Square pegs in round holes

What is the rationale behind using lawyers to head ministries like power, housing, works, sports etc? I had expected Mr president to put the square pegs in square holes. We have qualified engineers and seasoned sports men and women in Nigeria to handle these portfolios efficiently.  In going through the profile of the minister of sports Barr Solomon Dalong, I noticed that his only relationship with sports is that he is a strong supporter of Jos United while that of Barr Fashola is that he has overseen the affairs of Lagos.  that's really a mockery on professionalism if you ask me. I can state that Mr president used these ministerial appointments as a means of settling his loyalists. I humbly expect the Nigerian society of engineers to raise their voice in protest against this misnomer that has been meted on them, the sports community should also raise their voice in rejection of this insult meted on them. The questions are,  Can an engineer be a minister of justice or a lawyer the minister of health? In as much as Mr president wants the "best" he should learn to put things in their appropriate context.
